The correlation of the formula explains that a comfortable, ambient temperature can be achieved at a lower air temperature. The difference is compensated by the radiant heat resulting in significant energy savings.

Further the difference between inside and outside temperature is considerably reduces which lowers the air transmission losses extensively. You save additional energy.
